We need more context. The question you asked is generally ridiculous unless the bolts are huge or made out of some precious metal or have some propietary head geometry that would otherwise make it cost prohibitive to just scrap them and buy new.
Please let us know what type of bolts you have, what the intended purpose is, and the quantity. That is if you really want reasonable answers.
