Does anyone know if a dial from a lathe that doesn’t have the taper attachment work on one that does it’s a 1952 with the square dial ?
 
Monarch must have made 20 different cross slide screw assemblies for 10EE. And if you are familiar with them all, anything is possible, so yes, a telescoping leadscrew can be installed on a lathe without a taper attachment if you have the right parts. But not if you dont ;<), which is quite likely if you are talking about garden variety parts.

To be more specific, Monarch used telescoping cross slide screws on late 70's machines even if the lathe did not have a taper attachment. The part you need to make it work is a piece that bolts to the rear of the saddle and attaches the sliding parts to the saddle.
