Is this a Monarch tool holder?

This tool holder came with the 10ee that I purchased. I cannot find
any manufacturers mark on any of the parts. Is it a Monarch?
It is very similar to the typical Aloris but the locking mechanism
is completely different.

It's not like any one I've ever seen. Monarch had a "quick change" system, here's the post with a tool:

This tool rack came on my lathe. I was told its for the original monarch tooling.

I don't use the Monarch tools and have an Aloris BXA on the lathe (and in the picture).
