MONARCH 10EE: ANTI-PLUGGING RELAY Contacts Normal Position

Needing Help confirming what the normal position(s) are for the Anti-Plugging Relay Contacts (AP) when lathe Power Contacts are engaged, but spindle is in neutral.
First pic is of the AP wiring diagram, does it show both contacts closed to the LEFT?

2ND Pic shows my AP Relay & it shows the back contact not closed to the Left, but the FRONT contact is. Should they both be closed to the LEFT?

By definition, the state of the contacts shown is how they are when the unit is off, not under power. With the relay not energized, both contacts should be closed. The one not closed has something wrong with it, bent, binding or similar.
