    That oil line is the headstock oil overflow.

If you take the top cover off and look in the left rear corner, you can find the drain hole, which should be just above the oil level. The other end of the line is routed to the flat tray that's cast into the top of the base, above the motor compartment.

    I can't help you regarding tapping holes for the closer, but I can tell you that you won't hit the oil line. Call Scott at Monarch and see if he can give you any guidance.
