TS's can be had. Handwheels can be subbed for starters.

Possibly done with a 'good-in-its-day" DoD contractor deep-pockets DC Drive?
So a modern "4Q" drive could be drop-in easy, shedding a ton of obsolete relays and contactors, terminal strips, mare's nest of wire, and monster cabinet to hold all that s**t no longer needed, either.

Looks like it was dumped, missing tailstock but with what Monarch charges for parts a person could make a few bucks parting it out.
