Programming For OSP 5000 L-G and Dwell Question

Hi Everybody,
I'm in a new job, and I'm writing programs for an old Okuma LB 10 with an OSP 5000 L-G control. I don't have a book available to explain things to me, so I'm figuring it out as I go. One question I have relates to dwell. I know I can use G4 for dwell, but is there another way to do it? I ask because I don't understand the use of the letter E in lines of code. Here's a few lines copied from a program to show what I'm asking about.

What does the E0.006 do?
