It is a number 24 vertical mill and will have a #10 Brown & Sharpe taper spindle. It is cheap but it is too far gone as far as I am concerned. Too many missing original parts and too much damage.

Yes, you can remove the caps and spindle and the lathe will be fine although it is much more convenient to stitch the belt than to remove the spindle to get the belt on.

That looks to be the same as my Lathe & Morse. Mine is an 18" swing with 3MT centers. The top of my tailstock is stamped with a 66 and a 7.
