    You might try knocking the stuck drill body the opposite direction it was forced in a little to possibly relieve some of the pressure. If you can. This might make it easier to get the set screw out.

    Sounds like you have some sort of phase converter going on there. I wouldn't think the machine is designed to run on that arrangement. Good luck, hope you can get it going.

    Is there a transformer in the machine cabinet with multiple taps for incoming power voltages? If so, just connect them to a value that more closely matches what you have. And 240 seems too high.
