I'm no expert at this, but if the centerline is at X4.0, wouldn't you touch off 3/8 stock at 4.375 in Diameter, or 4.1875 in Radius?

Also, why are you starting the threading routine at X4.525, if...

If you look at his original description, though, it is opposite of what would occur from having the compound at 60 degrees to the ways. If...

Close, but no cigar. The right side has no clearance, but takes a very small cut. If there was clearance on the right side, you'd end up with steps in that flank of the thread.

A couple of the most used setups get stored right near the machine, stuck onto a handy metal surface.

The rest of them are stuck the the bottom of a small sheet of steel, which is affixed to the...

Maybe it's just me, but I would not use the 36VDC for relays. I suspect that is your stepper motor power supply.

I'd just add a small 24VDC supply and use 24VDC relays.

I think you'll find 36VDC relays are not as easy to find as 5V, 12V or 24VDC relays.

If it was me, I'd add a 24VDC supply and use 24V relays.

    What is the material?

Get a 15/32 end mill and "drill" the 2 channels while the part is held in a fixture that clamps it to keep it from rotation.
