The answer is "maybe".
The optional 'rack' can be upgraded at relatively low cost. The control most likely needs additional system software; what is your software version?

AFAIK, all Fanuc control from the 16A/18A onward used a small lithium battery in the power supply, accessible from the front.

The actual spindle speed display is an option. Depending on you System Software version, that option may be simply turned on. It may also needed additional eproms.

I have never done this on the FAPT control.
First, have you entered the OPTION parameters correctly? This is done in the IPL mode.
Then, all NC params are done first, before the PMC param.
