Specialty Metals in Kent will happily waterjet Ti for you, but I wouldn't call them price-competitive. More like if I have no other options I'll try them.

Service Steel Aerospace carries Ti and they are based out of Fife. Not sure if they offer waterjet services.

Online metals is in Ballard but I would put them in the same category, only if you can't find anyone else. They also don't do walk-ins last time I was there, I had to order 24hrs in advance then pick up the next day.
