Help with part ID.

So I was digging through a small box of bits and pieces that came with my recently purchased SB13 and found this little knurled screw. After some TLC getting rid of the rust and a wire brush buff, this is what I ended up with. At first sight, thought it may have been a dauber, but daubers don't have threads, right? Anyone recognize the part and where it may belong? That is, if it even belongs to the South Bend family.
Hope it looks familiar to someone.

Thanks SLK001, that makes perfect sense. I was curious as to why the two cover parts were put together in such an awkward manner.
So the mystery screw allows removal of the bottom cover while the top portion stays bolted to the head stock?

It makes oiling the gears easier, but it is still awkward with the top portion bolted to the headstock. You have to point the oil can up to oil the reversing gears. I use a 5cc syringe to get to the holes.
