South Bend Heavy 10 Headstock Adjustment

I have a 1944 South Bend Heavy 10 lathe that is 'restored' a couple of years ago. All went well with one exception. The axis of the spindle is not parallel to the ways. Whenever I turn anything I get a consistent taper of about 0.001 inch per inch toward the headstock.

What adjustment can I make to correct this problem?

Any help or suggestion will be most appreciated.
 
You are going to have to remove the head and check for some debris between the head and the ways. Having something interfering with the proper fit is the most likely problem - and the easiest to fix.

Also, how did you verify that the spindle's axis is not parallel to the ways? Are you turning with a center holding the end?
 
Probably swarf underneath, as mentioned, if not it needs to be scraped in. Was the headstock replaced?
