Thoughts on this 10” South Bend. Says it’s in great shape..

Great shape? Compared to what - an old rusting VW bug sitting in some farmer's field? And what size is a CL199 model? It looks like a heavy 10, but that model number is CL187. And post your images on this website, so that when Dropbox starts charging for everything, they will still be viewable.
 
I'd call that kind of rough, might clean up well, might need some repairs, disassembly will reveal all. If priced right go for it, if pandemic priced, maybe keep looking. Hard to judge since you did not reveal sellers asking price.
 
Asking $2,000, which is waay overpriced. I looked at it it is tight all around. Everything works. Just dirty and oily. Still working on the pic thing.
