Does an RPC always use capacitors, or are there other options?

I've built several RPC's using capacitor banks and an idler motor. However, there is a 10HP RPC for sale on OWWM that has no capacitors. How does it work? Does it generate the third leg as effectively as an RPC without capacitors? The white box in the upper right is a wireless receiver. The seller says not to ask him any questions about how it works, he does not know...

My rope start 7 1/2 HP ran the shop for years before I tried some "run" caps for balancing
The simple machines seemed to not care one way or the other
 
A good way would be to use a synchronous machine with over-rated squirrel cage winding. Then the field (rotor) winding can provide all of the reactive Volt-Amps for the load. No-one makes little ones because it is more complicated to control and more expensive. If my whole-shop inverter lets out its magic smoke, that's what I'll build though.
 
It clearly does have caps just missing in the photo. Last one shows start timer, start relay and wiring to caps. Cap loop wiring shown in the bottom of the photo.
