Is this a buck/Boost transformer? Would this be good for RPC to run higher volt motors?

hat would be 3.5K VA, not watts. The units mean different things!

It depends on the power factor. If you're running a big resistive heater in a parts washer, it is probably pretty close to the same thing. For a three phase motor, depending on the setting, maybe not so much.
