What determines the rotation of the idler motor on a RFC. How do I change it. If I reverse L1 and L2 (pass thru legs) nothing changes. And does it matter if the idler runs counterclockwise.

Nope.
If started with capacitors and a potential relay, the details of that setup will determine the direction. If via pony motor, it will run in whatever direction that tells it to run.

And reversing it will reverse all down stream motors it services
