I have a couple of the cedarburg boxes, before I found the RPC plans here:
Rotary Phase Converter Designs and Plans
Note the static box is simply the starting section of the RPC plans (voltage sensing relay and start caps)
If you wire your own, you could add some run caps to help even better than the static box does.
