Sheetrock anchors for pocket screws?

I want to make some light duty corner shelves and was thinking it would be really easy to mount them to the wall with pocket screws. Unfortunately, the studs aren't in the correct place, so I'll be going into sheetrock. I usually use Pop Toggle anchors in sheetrock because they hold well, but the screws must be perpendicular to the wall. Are there any good sheetrock anchors that would work well with the screw going in at a slight angle?
 
Can you use the Pop Toggle anchors to mount a light sheet metal plate to each wall...then use the pocket screws to affix into the light metal plate (at an angle)?
 
What requires you to go in on an angle?

Would a butterfly anchor work? They allow a slight variance in angle.

The only reason to go in at an angle is so I can use simple pocket screws rather than building something more complicated.

Butterfly anchors might work.
