Here is a 90 hp Peerless, engine probably for the 1903 Gordon Bennett Cup in Ireland. (From Michael Ulrich's book on the 1903 Paris-Madrid).

We can see mechanically worked inlet valves and no doubt the exhaust valves are on the other side of the motor, 'T' head style. Perhaps those are ignition breakers in the inlet valve chambers?
