I have a couple of those. I don't think they are very useful for a round dial machine, unless you are doing faceplate work, but for a square dial 4000 RPM machine they are a great safety feature. Especially since it is almost impossible to know the max RPM rating on used chucks.
 
Round-dials were also available with 4000 RPM spindles.
There is no such thing as a 4000 RPM 10EE spindle. All 10EE spindles are capable of 4000 RPM. I think what you meant to say is that some round dials had a 4000 RPM drive and tach. Which is true, but not common.
