Linde ucc-305

Hello everyone I have a Linde Ucc-305 and I'm having trouble with the AC high frequency spark being erratic when I first start an arc when tig welding and I have to push the pedal down and give it more amps to get it to produce a good clean arc, I've cleaned and set the spark gap to .006+/-.002 and I've unhooked the stinger whip lead and it still does it is this normal for these old machines?
Also does anyone have the manual to this machine that I can get a copy of?

The old machines never had real strong Hi-freq but you might have aging high voltage capacitors that need replacing.
