3 phase power

Does a digital phase shifter (DPS) only supply a boost to a three phase motor so that it can get up to speed then only run on 220 single phase power ?

If that is the case it would seem that you are losing 1/3 of the rated motor horsepower, is this correct

Yes and yes. Its a static phase converter, worst option you can chose to run a 3 phase motor.
